This isn't worth doing a deep dive into, but when Cory Doctorow says Apple "built [a] nonconsensual mass surveillance program," he means Apple tracks what apps you search for in their own App Store, so they can show you ads for the kinds of apps you might like, and improve the App Store.

And when Cory says Apple "lied to customers," he means Apple told customers exactly what they were doing, in excruciatingly precise detail.
