I only use em dashes when I want to avoid a string of commas or parentheses.

If the previous part of the sentence already uses commas as parenthesis, and the next one also calls for the same structure, I’ll use an em dash in one of them, usually the one I want to emphasize more.

I don’t know if this approach is correct, but it’s my rule of thumb for using em dashes.
