#CallForTalks ! - Deadline: 31 March 2025, 11:59am (CET - Central European Time)!

Hague TIX is currently accepting proposals for talks on cyber operations and their geopolitical and societal repercussions. The research should not have been presented elsewhere. Talks are 20 minutes long, followed by small group Q&A discussions. We are particularly interested in – but not limited to – the following angles:

- Operations coordinated, conducted by, or linked to state actors
- Use of generative AI by cyber threat actors
- Observed use of cyber operations during wartime
- Preparation for destructive or disruptive cyberoperations
- The strategic use of information operations
- Cyber criminal operations with a national security dimension

The conference has an empirical focus and aims to bring together security researchers from academia, civil society, industry and government.

Please note that Hague TIX is a fully in-person conference with no recording or livestreaming. We cover registration costs, travel, and accommodation for speakers.

Please send your talk proposal to [email protected] by Monday morning 31 March 2025, 11:59am (CET - Central European Time).

Welcome! You are invited to join a meeting: Subversion: From Covert Operations to Cyber Conflict, with Lennart Maschmeyer. After registering, you will receive a confirmation email about joining the meeting.

In our October session, we welcome Lennart Maschmeyer for a talk on his book Subversion: From Covert Operations to Cyber Conflict. *About the book* In Subversion, Lennart Maschmeyer provides a powerful new theory and analysis of an age-old concept. While a strategy of subversion offers great strategic promise in theory, it faces an underappreciated set of challenges that limit its strategic value in practice. Drawing from two major cases—the KGB's use of traditional subversion methods to crush the Prague Spring in 1968 and Russia's less successful use of cyberwarfare against Ukraine since 2014—Maschmeyer demonstrates both the benefits and weaknesses of the approach. While many believe that today's cyber-based subversion campaigns offer new strategic opportunities, they also come with their own challenges. Because of these disadvantages, cyber operations continue to fall short of expectations—most recently in the Russo-Ukrainian war. By showing that traditional subversion methods remain the more potent threat, Subversion forces us to reconsider our fears of the subversive potential of cyberwar. *About Lennart Maschmeyer* Lennart Maschmeyer is a senior researcher in cybersecurity at the Center for Security Studies at ETH Zurich. He holds a PhD from the University of Toronto and an MPhil from the University of Oxford. His work has been published in International Security, the European Journal of International Relations, and the Journal of Information Technology and Politics and has received wide news coverage.
