These round guys are called "Plorqs". They amphibious creatures with an advanced technological society which is not visible in this picture.

They wear hats to show their social role, and also to cover up their naughty bits, because they are shy.

I don't know how their hats stay on while they swim around, and it would be rude of me to ask.
