@[email protected] It's the other way around, Signal's is completely open and Wire's is partially open.

The only thing you could be referring to as 'missing' is the ICE/STUN/TURN server code which is completely fair as I assume it's just one of the many free ones available such as return or turnserver. Similarly I'm not asking them for the source code to their webserver.

Wire though lists many components as 'to be released' and you used it being free software as a point over Signal.
