Mastodon.social is biggest Mastodon so moderation can be slacking but you are not tied to mastodon.social. Mastodon use protocol ActivityPub also colloquially called Fediverse. So if you don't like instance moderation or server rules?
You can just move, as of now you lose all your posts but your nickname, your follows and following are all saved.
I have no clue about Jirai but many seems love to have lots of extra features in their posts so give a look at Misskey/Sharkly and many others which have these neat features. Mastodon is your vanilla Fediverse flavour, there lot more interesting ones and depending on rules of each instance(server/website) you might have more or less freedoms.

Anyway main point that all depends on Instance. For example Misskey.io is a Japanese instance that follows Japanese laws, so even swimsuit must be hidden under nsfw filter but you are allowed to post loli characters.
