I was able, after a while (many files), to populate the library. However, I couldn't get them to play. I figured it was a codec issue and downloaded x265 to the Pi. When that didn't work, I looked up "pi x265" online. The Pi3 is not powerful enough to decode x265.
Which is what all the movies and most of the shows I have on the drive are encoded in.
So the next step now is to try to find as many of those shows in x264 and hope they play properly.
The continuing adventure: opened Plex without the other computer on and was able to set up a new server. It couldn't populate the library from the drive due to power issues, but a good first step.
Tried out the powered hub and it didn't solve the problem. Turns out I needed to use the Pi's original power source (I'd been trying to power it just off a usb cable plugged into the wall). Once I did that, not only could it read the HD, but it didn't need the hub to power it.
