I EU kan der stilles borgerforslag (et ECI). I januar blev der stillet forslag om at suspendere associeringsaftalen mellem EU og Israel. Som i praksis betyde at Israel ikke længere har helt unik adgang til det europæiske marked, og at de israelske universiteter ikke længere vil modtage støtte via det europæiske Horizon-program. EU er israels største marked og mange af universiteternes forsknings er afhængig Horizon støtte.
