You need to see this quote in context. In the dialogue, Athens is pressuring the small island of Melos to surrender. The Melians argue for neutrality and appeal to justice, fairness, and the hope that Sparta (their fellow Dorians) will come to their aid. The Athenians dismiss such ideals outright. They state bluntly that justice only exists between equals in power, and where there is inequality, the strong impose their will, and the weak must submit.
