I read in @Aakar__Patel's book "Price Of The Modi Years" that Narendra Modi finds it extremely challenging to read files.
Unlike Dr. Manmohan Singh, who used to diligently read each file with great attention to detail, Modi is unable to read any file for more than 2-3 minutes.
As a result, since his time as the Chief Minister of Gujarat, significant decisions that impact the public have been made after brief meetings with officers, usually based solely on a concise overview of the file.
