Rationally, you don't give up your nuclear weapons bargaining chip if your adversary has shown a willingness to a) back out of deals, and b) launch surprise attacks to try to overthrow you.

(Similarly, Google, as a trillion-dollar shareholder maximizer, also does not provide hands-on customer support, so if you get a phone call claiming to be Google, it's not!)
I love Signal, but it's important to remember that Signal, as a lean nonprofit, does not have human customer support agents who reach out to people.
