Well the dude first came to notice by the police by attacking the police, so with that context I suspect they were looking to charge him with everything they could come up with.
And sadly you are usually right - the victim (cyclist) is usually blamed - clothes not bright enough, no helmet, no reflectors, etc - and their death is treated as an tragic 'accident'.
