In the UK, there's a lot of subsidy available for heat pumps. Unless they have a cooling feature, in which case they don't qualify. Because the regulations were written by idiots.

One enterprising vendor sells heat-only heat pumps that have an 'after-market upgrade' to add the cooling functionality, which is a single resistor, so you can get the heat-only version installed with the subsidy and then add a resistor and get the more useful version.
