I think the reason "can games be art" was/is so hotly debated, is because people are of the weird opinion that there's a real distinction between, "high" and "low" brow art.
Art is a kind of communication through aesthetic/excellence in control of a medium, either to a specific person/group, or the world broadly.
There's no way to be high or low class with that, only effective or ineffective. The question should be; "can games be good?"
