I would put the stadium capacity requirement lower for a promoted club. The initial clubs forming the league would probably need to meet the requirements if only to have a good look on TV. I have a feeling that to get these kind of changes to PLS, that US Soccer is going to have to let MLS stop playing in the USOC. USL's div 1 league will take MLS's place there.

We all knew this coming, because of the naming system USL is using for their leagues.

"“We[USL] shared our plan and our vision with them[US Soccer],” he said. “They were very good and asked what they could do to help.”"

IMO, US soccer could help by changing the PLS a bit by removing the requirement that 75% of the teams must be in metro areas of at least 1 million persons. Additionally, modifying the stadium size requirements could be helpful as well.
