If food at a resturaunt is usually shit, the health inspector will most deffinately see it. People will also avoid the resturaunt, as there will be few storiesnabout people liking their food. Thus, little damage is done.
If food at a resturaunt is usually fine, people will go eat, and the health inspector will see no issues. Yet people will still be getting sick.

@grumpybozo @AAKL I am of the oppinion we need to take a break from talking to the users and start yelling at companies.
Users can't do a vague "be cautious", and all the best rules are non-starters due to how buisnesses require users to use their email.
