In December 2025, the European Commission issued its first-ever non-compliance decision under the Digital Services Act (DSA), fining X โ‚ฌ120 million. The decision is a major milestone for DSA enforcement and sets the tone for how the Commission interprets key obligations for very large online platforms. The Commission found breaches linked to deceptive design practices, failures in advertising transparency (notably the ad repository), and obstacles to meaningful data access for researchers โ€” a core condition for independent scrutiny and accountability. The case also illustrates how civil society is crucial to providing evidence in DSA proceedings. Join us for a webinar with Laureline Lemoine, Senior Associate at AWO, to unpack what the Commission argued legally, how the process unfolded, and what this decision means for civil society organisations aiming to increase their impact under the DSA in the coming months.
