How can this still be going on?
No legal experts, no human rights defenders, not even child protection organisations were able to dissuade the EU from pursuing its plans for mass surveilance.
"Despite the advice, it is understood that 10 EU member states – Belgium, Bulgaria, Cyprus, Hungary, Ireland, Italy, Latvia, Lithuania, Romania and Spain – back continuing with the regulation without amendment."

Yes, EU politicians are still trying to get a regulation forcing client-side scanning of private text messages through parliament.
