If you have always wanted to do a talk, or if you feel that security conferences don't seem to provide you with the content you'd like to see in the world, I encourage you to apply.
The CFP process is very open and it is a very supportive community to learn to present.
The talk structure is also a lot of fun - having a fraction devoted to personal hobbies keeps things fresh.
