@flicka could it be rosemary? Does it have a scent? (I have no idea, but those leaves look kinda like my rosemary).
@l_b_i that is a good guess, but it doesn't smell and the leaves are more thin than a rosemary
@flicka @l_b_i As usual I'd have more of a chance with flowers or fruit but what is the location? iNaturalist computer vision is leaning towards willow but has some other possibilities too (some of them pretty geographically specific at least in terms of wild range).
@soaproot @l_b_i I also got willow, which it probably is. I'm in eastern Washington.

I looked through the description and it seemed to match pretty well. It's hard to tell from the picture but it looks like the leaves are almost alternate (across from each other). I don't see any hairs too and the edges of the leaves are smooth except for fine serrations towards the tip. The wiki article says it has been introduced as an ornamental garden plant too.
