Y'know, throughout the Midwest, companies that are an environmental negative, but an employment positive, like refineries, have a quiet policy of *buying* the "shitty houses" that abut their plants when they come on the market, creating buffer zones so that nobody has to live next door to them, meaning there's no one to complain to the city or the EPA.
They don't always tear them down, because that would look worse, so they paint them and keep the lawns mowed, but otherwise it becomes a Potemkin neighborhood.
