I prefer the format specified in IGSO:638 where there's a gap between the date and the time (42378 .3). Otherwise, I can be pedantic and say it's a stardate-time.

If you're reading this in the past, the difference is like saying "Today is Thursday 3" rather than "It's now Thursday, at 03:00".
