The Justice Department is "other agencies or departments".
The Epstein files are "matters".

And if it is as you say then this "settlement" is better cast as a coronation (sans gilded coach and horses).
I am going to mention your comment via another post in which I ask "is this a valid interpretation". (It's not that I am questioning you, rather I'm trying to understand how far that phrase goes.)

It comes down to definitions in III B, I think.
If the "Agency" in "Pending Agency Claims" is defined as the IRS, then Trump has "only" gotten himself immunity from tax laws.
If the "Defendants and the United States" are forever barred from prosecuting?
@opethminded @davidtheeviloverlord @JonChevreau The maga klan is arguing that the 10th amendment does not exist to create dual sovereignties, state and Federal. And they go further to claim that supremacy of law clause in the Constitution actually means supremacy in all things, even when that thing is clearly in the realm of the states.
Personally I think states, like my California, should tax these trump bribes and gifts at at least 100%. Or higher. (There are taxes levied by the IRS at a 200% rate - check out "Intermediate Sanctions".)
