I recall seeing it 10+ years ago in a discussion lamenting the loss of competence porn as a TV/movie metagenre in favour of hapless protagonists and an overall growing distrust in scientists and scholars. From some of the other replies here, it seems like it's coming back as a thing in media, I'm glad :D
