Garage owner sentenced to house arrest for forging vehicle inspection certificates
Cecil Walsh, 63, was sentenced to three months of house arrest and a 24-month period of probation after pleading guilty earlier this week to 15 counts of fraud and forgery of vehicle inspection certificates.
