Telegram's billionaire founder, ‌Pavel Durov, said on Saturday that Russia's attempt to block Virtual Private Networks (VPN) triggered a problem with a domestic payment system, adding that tens of millions of Russians were resisting ​digital controls.

The latest patch on telegram client that helped telegram to bypass latest anti-vpn restrictions* has been written and tested by ordinary people and merged to telegram client code via a PR to the telegram client repo. Durov himself did nothing to make it happen.”
So he making PR on efforts of ordinary people, like corporations and billionaires usually.
Of course the “ordinary” here used in sense “no special social or political status or without access to some special state-like resources”, not in sense of talents or skills.
