This unfortunately is true for Scotland and NI as well. And the Guardian (whose report it is) is s significant part of the confusion. SE England is frequently meant when UK is used as a label. Laws, reserved powers and more are not understood or just ignored by many journalists.

Voters in Wales failed by inaccurate UK media reports on devolved issues, study finds

Reports on English policies seen in Wales as relating to whole of UK contribute to widespread confusion, researchers say

The Guardian
@Wen
I'd go farther.

I recall the Guardian going all in on the Clegg incarnation of the Liberals prior to the 2010 GE - this despite clear indications that the Liberals had been heavily financed by US healthcare.

Add that to the June 2024 article triumphantly reporting how McSweeney couped Labour.

Like a lot of institutions linked to the humanities atm - the Graun likes to brag about it's distant past of standing up to authority for what was right and just, but slinks past averting its eyes to modern unpleasantness like a wealthy Victorian matron and has been doing so for quite a while.
@Wen That's why I stopped paying to read the Guardian.
