Instead, guide ice rich asteroids to impact on the leading edge of Mars, to contribute water, to add atmosphere, to increase spin enough to make the Mars core sufficiently plastic to restore both heat and the failed magnetic field.

Exactly, and "terraforming" without it is deadly.

Second, water missing from Mars is more likely to have "fallen" into Mars because a cooler core doesnt drive water back to the surface like is done so prettily on earth.

Adding water without spin consigns added water to the rocks below surface.
