Developer verification will be enforced on certified devices with Google Play Services installed, which is the majority of Android devices. There are options to bypass the restriction:

Use a free, uncensored Android system like /e/os, LineageOS, or GrapheneOS that does not preinstall Google Play Services.

"#Degoogle" by removing Google Play Services. Depending on the manufacturer of your phone this may require rooting your device.

/e/OS isn’t private or secure. It ships with microG, which includes non-free privileged Google binaries and can’t be removed. It also has outdated fake security patches and a lot.

LineageOS is typically compiled using the userdebug build variant, which breaks much security features. It’s more private than OS with Google Mobile Service though.
