@eff thats not only incorrect, but it's against the entire legal protocol ISPs get licensing to be an internet service provision company with.

ISPs are legally obligated to freeze the accounts of known pirating.

@eff once those fines surpass about $1K that service provider is allowed to grant a warrant to the address on the account holders name, this way they can check for a router or modem, if they cannot locate the device, the investigation now gets a bigger grant to provide the person who's identity was stolen with restitution from the government agency that wronfully raided the victim of the identity theft, but the government now has probable cause to raid or detain anyone in the area connected to
@eff the victims accounts or possessing stolen or ghost devices of that victims accounts.
This is why physical network security also has cyber crimes included in it. Because stealing people's electricity and electronics and any type of account theft or trying to entrap them to make you look like they stole your account are all forms of identity theft TOO.
