That's not a technology problem. That's a normalization problem.

Scrambling for access pins during an active call. Systems that can't process pin entries cleanly. Delays when someone talks while the pin is being entered.

None of these are catastrophic individually. But in emergency response, small friction compounds fast.

Response time data is tracked obsessively at the best agencies. Language barrier incidents often aren't tracked at all.

That's the gap worth closing.
