I had a discussion with a guy from secret services once about doing a P2P controlled network of computers. It seems that this is not the way to go, as there don't seem to be many of the CCS running on P2P.

Is it difficult to hide the P2P traffic? Is it too frickle? Not enough rendez-vous points?
