Roy Thomas was also an editor and executive at DC at that time, so he possibly saw (or was asked about) the scripts for Watchmen way ahead of the publishing of Watchmen's individual issues.

Roy had form for doing press conferences, meetings and court room scenes long before Alan Moore, though.
