The Q. raised by the new (and damning) report into English NHS maternity care, is how much does the observed budgetary problem(s) leading to both inadequate staffing & resources contribute to the other issues identified & how much of these other difficulties are about staff (and social) attitudes?

Whatever the answer, its pretty clear that maternity care is at best pretty uneven across England & at worse needs major reform & investment.
