The security services? 100%. The Firm? 100%. Charles? Eh... maybe not. The Firm is funny like that - while technically in charge, the royals are treated like talent to be cultivated and handled very carefully. Charles would have been told as little as possible in order to protect him from the potential fallout, while remembering that The Firm absolutely did not expect any of this to come to light, ever.
This is of course not an excuse. If he didn't know it's because he chose not to ask some direct questions - it's unlikely he was actually lied to, except by Andrew.
