Yeah, I was sort of thinking that but they seem to hide right down inside the vehicle so they can't see what's happening so how would they know what to do? They seem to be just a dead weight passenger. Are there any other sports which involve a second pointless participant?

@spacemagick I believe their main purpose is to provide a fast powerful start to the run as they tend to be former Olympic sprinters
