@rbreich To vote where I live you get assigned a number for a district. You show that number and a valid ID at the booth before they cross you off the list and hand you a ballot.
If you can't make it there in person, you can vote by mail, but you have to request a mail-in ballot beforehand.
How is this arrangement controversial?
Because only eligible people get assigned a number?
