States are sovereign authorities concerning their elections for ALL offices, even Congress and POTUS, and NEVER the "agents of the federal government" in regard to elections.

The language suggests that someone thought states related to the federal government in the same way counties and municipalities relate to state governments, which is an extremely inapt analogy.
