not to say mastadon sucks a whole lot because of it, but damn. why. Is it trying to be #tweeter? If that’s the reason then I have no further questions.

If 500 is Zoo short for you, there are Mastodon instances with higher limits.

Yes. When setting up the server, they can define the character limit and don't habe to stick with the standard 500 limit.
