I worked at a law firm for seven years (I'm not a lawyer). One thing I noticed was that every year, a bill was proposed by a state legislator. It mandated the death penalty for any woman who had an abortion.
The only difference from year to year was the *method* of execution required. One year it was death by hanging, the next by electric chair, then firing squad, lethal injection, etc. etc. etc. I imagine the guy jerked off while writing those bills!
But note, he never lost his office. The voters and the corrupt system kept that psycho securely in place. And this is a famously "liberal" state.
