I fully endorse your recommendations and would like to take the liberty of adding a few more:
1. Signal is known to be a very good solution, but strictly speaking it does not fit your criteria.
2. After two years of experience, I can recommend mailbox.org instead of Proton.
3. And for a specific cloud solution, including notes and chat, I have been very satisfied with filen.io for almost four years.
And just in case you don't know it yet, the following website offers a good introduction to finding European alternatives, in my opinion:

As I'm a fan of KirbyCMS and use LaravelHerd for local websites, I needed an IDE that included PHP.
At first, I thought that more than 200 EUR/year for both (WebStorm and PHPStorm) was too expensive...
It took me a moment to find the following information:
