It has a much longer history than that, as it was the norm for some centuries.

An important point is the supporters of such a change.

As someone with firefighting experience, I would never own property in such a building, nor in a city which allows them. Let others relearn the lessons of the past. I cannot afford the inevitable insurance rises which will follow.
