Critical: DC4EU strengthens existing governance, doesn't bypass it.

DG-EAC maintains responsibility for primary, secondary, and tertiary education credential schemas. DG-EMPL oversees VET and adult education. National authorities retain competency within their jurisdictions.

The multi-level governance approach ensures European-level coordination for interoperability whilst respecting subsidiarity principles established in founding treaties.
