Hey #TTRPG GMs. I have an idea for a Victorian horror fantasy game, like Shadowrun meets Call of Cthulhu with a splash of steampunk. More pulp than gritty. What RPG system would you use to run that?

I already know about Cypher and FATE. Looking for other suggestions.
