The European Central Bank has refused to back the EU Commission’s proposal to fund €140 billion in aid to Ukraine using frozen Russian assets as collateral, the Financial Times reports. Citing several officials, the ECB concluded the plan breaches its mandate, adding a major hurdle for Brussels in unlocking Russian central bank funds held at Euroclear.
