Yes, it makes perfect sense to know which handsets aren't working with 000 but not publishing the list because it'll be perfectly convenient for people to discover their handsets don't work with 000 when they try to call 000. That will cause no inconvenience or danger at all.

CellBroadcast is beging used synonymously with the Public Warning functionality implemented as CMAS/ETWS in 4G and 5G.
The customer facing functionality and benefits are not depending on 2G.
