In an age where learning becomes impossible through data becomes impossible, learning through disincentives still remains effective. For example, we learnt to categorise stuff as bad if it is "painful" and good if it's "pleasurable".
Hence, if something is proven to be "bad", the entire category ends up being classified in a similar manner. Take morphine, a drug administered to soldiers on the verge of death to ease their suffering. Once people started misusing it, it was banned.

One can choose to implement the same thing in various other industries. For example, if tobacco needs to be banned, tobacco needs to be spuriated at first via synthetic manufacturing. Once it's proven to bring havoc, the entire industry would spiral into crisis. It's just like bird flu where if one chicken in a coop contracts the disease, the entire lot must be disposed of.
