Karl Auerbach@heidilifeldman If I remember correctly there is a strange rule in the house and in the senate that allows a congress critter who votes "no" to later re-open the vote. That's why there are these strange votes in which someone in the house or senate votes "no" despite being clearly on the "yes" side.
