For the unfamiliar, Rex traditionally took a "Miraclo" pill (basically a steroid on, well, steroids) which gave him exactly 60 minutes of enhanced strength, speed, and stamina.
Modern stories (and media spin-offs) tend to avoid Miraclo (being a drug and all), show it has negative side effects, or give Hourman a different power source (making his hourglass magic/high tech, etc.).
The Psycho-Pirate is a villain who has the power to induce in others whatever emotions he expresses on his face (glee, fear, panic, etc.).
And yes, he did meet Scooby-Doo.
