I kept count for a while of EU cases against Ireland in this field. Judgments were coming out from the Court of Justice at a rate of one every seven months at the peak. That peak lasted years.

I know - Irish govts don't do mortification. Their lawbreaking exposed in that case alone cost way more than the social welfare overpayments heavily reported in all the media in the past few days. Shameless.
